The national anti-drug programme was approved by the Slovak government on August 8th, 1995and subsequently enacted by the Slovak National Council, the nation's parliament. The preamble reads as follows:
The Slovak Republic is aware of the seriousness of the drugs problem in society and of the danger it constitutes particularly for the young generation. It undertakes with the outmost gravity the tackling of the health, psychological, social, moral and other negative consequences of drug use. As a priority it will concentrate on the effective prevention of the start and spreading of drug addiction, the ensuring of comprehensive care for individual drug addicts and the restriction of the manufacture, transit and trade in drugs; these comprise the three main areas of anti-drug policy in the Slovak Republic.

The Slovak Republic is actuated by the endeavour fully to comply with all international commitments in the area of the fight against drugs, as well as related conventions for preventing the legalisation of profits from illegal activities related to drug crime. It will respect and implement these commitments and conventions within a framework of drug control, reduction of demand for drugs, care for people addicted to drugs and ensuring of effective preventive activities.
